Governing constraint (control constraint)
One-liner: Top-down regulation that keeps components within bounds so a coherent whole stays viable.

Negative feedback, buffers, ratchets, temporal gating, canalization. Governing control need not add energy like a push; vessels canalize flow; order parameters “slave” modes. Distinct from pure command-and-control theater.

- Hierarchical domination as the only model

Everyday example
A thermostat regime keeps temperature in band; a budget envelope constrains spending patterns without physically shoving each purchase.
